TENTATIVE AGREEMENT BETWEEN

THE WEST COVINA UNIFIED SCHOOL DISTRICT

AND

TEACHERS' ASSOCIATION OF WEST COVINA (TAWC)

MAY 16, 2008

The current agreement will remain in full force and effect through its expiration with the following modifications:

    1.  At Article 5, Section 12 should be added as follows:

            12.  The following section regarding secondary schools with grades 6 through 8 in a secondary setting shall be in effect and practice from August 1, 2008 until June 30, 2011.  It shall be reevaluated and renegotiated at that time.  No provisions of the current contract between WCUSD and TAWC except where stated below.

The purpose of this section is to institute flexibility in scheduling at Edgewood Middle School, Hollencrest Middle School, and Walnut Grove Intermediate School in an effort to align instructional time and content with Federal, State, and District accountability models, as well as, provide opportunities for teachers to participate in professional development and collaboration.  The flexibility in scheduling implemented will have a maximum of eight (8) periods per school per day.  Each of the eight (8) periods will be a maximum of forty-four (44) minutes in length which does not increase the total instructional minutes that is set forth in the current contract between WCUSD and TAWC.  Student contacts shall be limited to a maximum student load of 174 students per teacher per day, except that this limitation shall not apply to physical education, choral, band, or drama.  All unit members assigned to secondary schools with grades 6 through 8 implementing flexibility in scheduling will teach six (6) periods per day with two (2) preparation periods on each instructional day for a total of eight (8) periods.  The site principal shall utilize two (2) of these preparation periods for professional development per week.

Permanent teachers at Edgewood Middle School, Hollencrest Middle School, and Walnut Grove Intermediate School may agree to accept a seventh teaching period added to their regular teaching day as provided herein.  As stated in present contract language, in the event of excessive enrollment or extraordinary educational needs of the District, the Principal shall advise the Superintendent or designee of the proposed additional instructional assignment.  The Superintendent or designee shall, in turn, advise the Association of the proposal.  The Association shall consider the  proposal and confer with the Superintendent or designee for resolution.

No unit members assigned to secondary schools with grades 6 through 8 implementing flexibility in scheduling shall be required to accept a seventh teaching period.  If the unit member does agree to accept the seventh teaching period, compensation for the additional seventh period will be prorated based upon a one-seventh (1/7) portion of the daily salary rate.  No unit member at the aforementioned schools shall be allowed to accept an eighth teaching assignment.

        2.  The current salary schedule, including existing longevity steps, shall be increased 2.5 percent, effective July 1, 2007.

        3.  The High school and middle school Forensic, Academic Decathlon, Drama, Band,  Choral, Drill Team, Pep Squad, Yearbook, and Newspaper Directors, and athletic coaching stipends contained on the attached page shall be increased by 25 percent, effective July 1, 2008.  Please contact TAWC or WCUSD for a copy of the stipends.

        4.  At Article 23, the maximum annual District contribution to health and welfare benefits shall be increased to $8.000 (an increase of $400) effective July 1, 2008.

        5.  At Article 22, "Retirees," shall be revised to read "The District shall contribute to the health and welfare benefit premiums for the retiree who elects retirement between ages 55 and 65 after serving 10 years or longer with the District.  $2,100 shall be contributed for full-time employees who retire and a prorated amount shall be contributed to part-time employees who retire" effective July 1, 2008.

         6.  One step shall be added to the Teacher Salary schedule at 27 years, effective July 1, 2007.  The 27-year step shall be $2,000 more than the 24-year step.

        7.  The Anniversary Stipends contained in the Counselors' Salary Schedule will continue.

          8.  Per Article 2 and Article 25, the term of this contract shall be extended through June 30, 2009.
